Carl J Vogelpohl
Founder
Carl founded Split Rail in 2004. Two decades of campaigns, transitions and organizational work built the firm’s approach: understand the problem, prove the facts, align the people, execute. Today he leads the Arkansas Medical Society as its Executive Director.
For twenty years the firm’s tagline was “Victory. That’s our goal. What’s yours?” The work has broadened beyond campaigns. The goal has not changed.

Chalmer G Wayland
Managing Director
Chalmer leads Split Rail’s client engagements. He and Carl first worked together in 2006. In the two decades since, Chalmer has both partnered on and led Split Rail client projects. For three decades he has solved problems where government, business and technology meet: enterprise consulting at Accenture, nationwide project leadership for Bank of America, and government relations work in state capitols and before federal agencies. Most recently he served as Director of Intergovernmental Affairs for the Arkansas Auditor of State. He is at his best when an initiative is stuck and no one can say why.
